If They Can't Generate Good Leads, They'll Just Generate Bad Ones
Pay-per-Lead is fine for B2C. The reason - and the vendor knows this - is that, if you don't pay for the lead, there are 50 other companies who will. (In fact, the lead you just bought from your PPL provider might be sold to 50 other buyers anyway.)

Anyway, with pay-per-lead, if the vendor can't generate good leads, they're going to generate bad ones, just so they can get paid.

How is that a recipe for success?
